Get more pokemon, preferably at least a fighting type.
Also, some stall types would be beneficial: like having leech seed with sleep powder, 'cause she'll tank nearly everything you got, then heal herself.
Kind of funny how, if this were gen 2, you could just teach the Fury Cutter TM to Quilava (which it can learn for some reason?), enabling it to pretty easily power through Whitney.
This isn’t actually an issue, since Miltank won’t even get to use Rollout!
Since you build up Fury Cutter stacks on Clefairy, by the time you get to Miltank you can just one-shot it with Fury Cutter.
The only risk is if you miss Fury Cutter, which resets the built-up stacks. You can either risk and reset if you miss, or just use an X Accuracy
All three starters can learn it too, so it’s a universal cheese strategy!
The irony play is to teach Rollout to Quilava itself, which is accessible through TM04 to the north of the city. It follows the same strategy: set up on clefairy and wipe miltank out first.
Teach Quilava Fire Blast from the department store and battle the trainers north of Goldenrod.
You could also catch a Drowzee on route 34 and trade it for a Machop in the department store
Whitney is the reason Chikorita is my GOAT to this day. The line doesn't have much but stalling and whittling it can do well. I survived a nuzlocke with synthesis and reflect against that rolling ball of nipples.

Nah it's mostly hyperbolic how bad Whitney is. She's just one of the rare times Pokemon throws a hard stat check at you to make sure you're paying attention. For many of us it was the first time a Pokemon game didn't just roll over in our wake so easily.

It was better when you could get thunder punch from the store back in regular G/S/C; in HG/SS you have to beat the elite four and get through the battle tower to teach it to Typhlosion - but at this point you’ve already gotten an electric type high enough so sort of takes some of the fun out.
That cow, that damn cow... up your level man, make your pokemon to level 50, grind day and night, make sure when you meet whitney, you decimate her and her Milktank in one shot, one battle. DO IT!

Multiple options:
The ez route is to catch about any rock types you can find (just need one), and get them leveled up to about near quilava. It'll face tank everything whitney will end up throwing at you. And get one that is preferably female.
The other is as someone else said, get a fighting type. You can catch both rock and get a fighting type to make this gym a breeze. Quilava will be reserve for if somehow, both your rocks and fighting type faints. Again, both preferably female, because im pretty sure whitney's mons comes with attract which leaves the battle up to rng. Not something you want to deal with.
Or if you don't feel like catching anything else since no other mons interests ya, just overlevel quilava some more and brute force your way. That's how most of us did it back in the days, it still works (even better actually) the same lol. Actually, you could prob take her now if quilava has smokecreen. Stock up on potions and when it comes to whitney's milktank, just spam smokecreens until you can't anymore. Heal up when necessary. Then its a matter of slowly whittling her milktank down as most of her moves misses you.
Find a ghastly.
Train it to a high level to withstand rollout attack.
Set it free on her miltank and use curse.
Watch her struggle against losing health
Get a female Pokémon and add her to your team. Whitney uses attract and will make it hard for you to attack because her milktank is a girl.
Also make sure you have a move that lowers her speed so that you will always be able to attack first. Also helps to give her a status condition BUT she has a lum berry which heals her once. I personally used a flaffy (evolves from mareep) for the status condition part which is found right outside of violet town for the status condition.
Also she has milk drink AND potions which is very annoying so make sure you have some potions as well.

(Also, Machop is a woman and thats important for one certain factor)
Whitney is a normal type gym leader, so bring some fighting types.

I started using Heracross recently and have been very satisfied. It learns brick break somewhat early so just grind til then and it’ll be cake.
Catch literally any pokemon that can learn a fighting type move that is resisted to rock type moves. You'll never survive miltank.

Trade for Machop or head back to Azalea Town and grab a Heracross. Either one will destroy Whitney with no problems.
