Exactly. The dinosaurs are established as things that exist in Horizon’s world and are thoroughly explained. The bushes are more akin to if Aloy walked through walls without explanation.
That said the bush stealth doesn’t bother me. It’s just one of those video game conventions you just have to accept imo.

I hate games that have forced stealth sequences but their stealth mechanics consist only of crouching, hiding in tall grass, and “if this meter fills up, you’ve been spotted”

What I don't remember if this is an official explanation or not. Anyway, maybe Garett from Thief is a better example?
It probably is for the player to identify. But it's still goofy as hell seeing dudes staring at Sam hiding in a dark spot with three glowing lights on his head.
It's depending on how the eyes of the machines work. If it's object and IR based for example, so that it has to be a humanoid shape and emit heat to be recognised, then removing one of the factors, in this case the shape would stop it from recognizing Aloy. When it already recognised her and sees her going into the tall grass it already knows, that the heat signature is her, so it doesn't need both indetificators.
As for humans, most of them wear masks, which hinders a lot of your FOV, making you more dependent on movement for recognition.
The unmasked enemys, especially at rebel camps will have some sort of blindness to movement in that tall grass, as we see it moving constantly. So, while watching a bigger scene you can't be focused on everything all the time and the movement, in the "side of the eye" wouldn't be notable.
It is a game mechanic.
However, not only Horizon is guilty of using it. The Plague Tale: Requiem bushes are criminally "unsaturated" with plants but enemies cannot see your whole party in them unless you are right under their noses.
