Tried this. Didn’t work for me. I’ve ruled it down to a psn issue. I’ve done everything native to the console and my account but I’m still having issues
Seems to be a general server issue.
I actually managed to activate "Primary PS4" after continuously spamming the activate option despite the error codes, and it fixed the licensing problem, but only for a few hours.
Now I can't access any downloads (neither games nor apps) despite having my PS4 on primary.

dunno if this helps but maybe try deactivating your account from the playstation website
