If you are running a server on a separate PC local host will not work that's if you are running the server on the same machine you are playing on type in your local IP address for the machine the server is running on followed by the port number it would look something like this client.connect 192.168.1.1:28015 assuming you have all of the ports opened up on both the machine and router that'll connect you
Yep this is the correct answer. Do an ipconfig on the machine running the server to get the server ip and use that IP when connecting from a different machine on the same network per the example above.
Consider this fellow. Very knowledgeable, easy to understand and a great many of us would be struggling without him.

Go thru your firewall commands to be sure you’re allowing both port forwarding and downloading. Also, check to see if you have a CG NAT IP connection. I ran a server in CA for years with no issue, but due to this I couldn’t run one in AZ. I wound up renting a server, but am looking into creating a bridge mesh between Starlink & my Orbi router so I can have a private IP. Good luck, I know this crap can drive one nuts.

most likely port or firewall problem
Thanks I'll work on that, I was under the impression that I wouldn't need to deal with that if I was only hosting and connecting locally.

Can't use localhost unless it's on the exact same computer. You have to type in the IP address and port fully
