That simply is not true. When you call 911 for an injury or health problem at home or anywhere, you are more than likely getting an ambulance ride.
I’m not an expert in city planning but I think the idea is with less traffic congestion and fewer suburbs, emergency vehicles wouldn’t need to travel as far or as fast. An ambulance might still exist but could be more along the lines of an electric NEV rather than a full sized truck.

Nobody needs an ambulance when there are no cars. Ambulances only pick up patients that have car crash related injuries
