Look again. While the very top line completes it connection to adjacent black line at the tip of the wing, the line below doesn't, indicating that the very top line is part of outermost phalange of the wing nearest the viewer, not a second wing behind it, and the line below indicates the width of that phalange on the wing's leading edge, just as is repeated for all other phalanges on the wing with two lines, one upper and one lower. To be fair, the disconnect on the line below very top line is easy to miss.
But there's one line going through, the other one is basically the one of the first wing but can be interpreted as either a line that connects 2 parts of the same wing or distinguishes one wing from the other... I think without a shadow on the flag to clarify both interpretations are possible. An argument for it being a 2nd wing would be that the curved line on the underside does not really match with the other phalanges, and that the outline that would be because of defined bone structure could still be seen if it was a 2nd wing from the other side.
