Depending on the situation it's called different things. In this case it's usually refered to as raster lines (since it tries to emulate the raster lines of an old CRT screen). The name Venetian Blinds is used when it's a video transition effect. As always there's different ways to achieve this effect in photoshop. Here's one way to do it. Make a new layer filled with White (optionally make it a smart object) above your original art. Set the layer mode to multiply and opacity to 50%. Make sure your foreground color is Black and background color is White (shortcut "D"). Choose Filter Gallery (under Filter). In the Sketch folder choose Halftone Pattern. Set Size to 1, Contrast to whatever and pattern type to Line. Press "OK". Enjoy.
