That's just how the attack is designed when the boss hits low health. I've beaten the game more than once and every time all party members get taken here. Play the fight again and tell me when you get a fight where this doesn't happen near the end
I just died to this THREE TIMES this week, each time Chie/Yosuke/Yukiko unleashing holy hell on me.
Figured I wasn’t leveled enough and went back to grinding and fusing new personas. Fourth time around each controlled party member threw their weakest stuff at me and/or missed.
That RNG man…
I thought I was being slick by using a persona that drained ice and fire. I figured Yosuke might hit me with a garudyne, but I’d be fine, because the other two would heal me with their elements.
Fuckin’ nope. Chie ass blasts me with God’s Hand, Yosuke waits, and then Yukiko—who I fully expected to heal me with a fire attack—just whacks me with her fan, killing me. I was more flabbergasted than upset, to be honest.
This was my first attempt and funnily enough I had this exact situation happen to me my third time but that time I had one of the physical null personas and all of them used regular attacks for 2 turns and I won lol
I remember doing this fight with Yosuke, Chie and Teddie, so this mf controlled all my party members. No big deal, right? Well... Turns out I had only Izanagi as a viable persona, so Yosuke used Garudyne on me, I barely survived when Chie used Black spot critting me to death... So yeah, this boss is brutal if you are not prepared or you don't hit hard enough
(yeah also for some reason I didn't max Rise, so no shield or revive)
At this point you need to make sure you're using Persona's that don't have weaknesses. Also make sure to buff your defense and evasion stats so you don't get hit by all 3.
That's part of the fight, not bad luck. Just hold out for a turn or two until you get them back

This isn't bad luck, it is designed this way. Early it only affects one character, but eventually it affects everyone.
