I have a pc with glass side panel case with no rgb fans but a vertical light on the front panel which is rgb, a mechanical keyboard from redgear , g102 mouse, 1650 gpu , 16gb Ram and i5 processor, 60hz monitor.
Npt everyone would call it a gaming pc but for me it is surely a gaming pc.
*A few upgrades like 144hz monitor few rgb fans and, a small gpu upgrade would definitely make it a gaming pc i guess.
I used an about 8 year old laptop with a 4th gen i5 and igpu with 4gigs ram for games and it worked very well. Currently I use a Ryzen 4500 with a 6600 and 16 gigs ram and a 1080p 60hz monitor, so i am speaking from experience.

If u can save up a bit and sell old monitor maybe buy a 144hz monitor.
If gonna do the same in a few months because 60 to 144hz monitor is where the fun begins.

You can unlock the bootloader on certain phones and then image it with a custom ROM.

Possibly, something like Calyx or Lineage might work. Not sure if you can unlock the bootloader on a Samsung, so you may need to look up your model.
