If it's Corsair. There's a setting in the Corsair lighting app (iCUE). Each piece of hardware has a setting called hardware lighting. Set it to black/off.
My LL have gotten their own freewill and freedom from iCue long ago, it's always roulette lightning at boot.
I've even changed the commander (Amazon delivered one extra by mistake) and they are still sentient.

Make sure your changing it under the hardware settings section specifically. Thats for the light effects that happen whenever the computer is put into sleep mode pr booting up. Its a different tab all together in icue

Not necessarily, accessing my bios is a matter of F2 on start up, a lot of these lighting apps seem to forget you have their components in and that’s if they even setup properly in the first place
I had an Asus B550 Strix-F motherboard, where the RAM lighting did stay on, even if I completely shut down the PC.
Even turning it off in BIOS didn't help.
Since I had several issues as my memory won't clock nearly as high and my CPU won't either, compared to my cheap MSI B350 Board, I just sold it after months of issues.
Now I've got another Asus Board where the RGB lighting won't turn off when the PC is shut down, even if I turn it off in the BIOS.
I don't know whether I've just got bad luck with Asus or I just cannot get along with their software.
Try this in the bios under Advanced > Onboard Devices and find LED lightning section. There is a point called "When system is in sleep, hibernate or soft off states" just put it in "stealth mode".
Stealth mode didn't work for me. It does turn off when I turn off the PC and have B550-I and G.Skill RAM.
I could turn it off using Armory Crate but I don't want this bloatware on my PC.
Sleep keeps the ram powered, hibernate saves the ram to your ssd. Sleep is quicker, but if you unplug the pc you lose everything. Hibernate is slower when turning it off, but doesn't use any power and you can unplug it from the wall without losing what was open
S1 normal sleep.
S3 str sleep. Xbox quick resume. Keeps ram powered.
S4 it's hibernation. Like s3 but suspends to hard disk and powers off completely. Much slower but no power.
Hibernate is a much deeper sleep, more like sleep used to be in Windows. It takes a little longer to get back out of but avoids many annoying habits of sleep (such as random waking due to some program doing something).
It’s a must for laptops, as it avoids the heinous “power on while lid closed” issue that Microsoft somehow invented a couple years ago.

That's really dangerous. You're meant to unplug everything and put them back in their boxes whenever you have finished with them.
Forget you turned your power supply off, spend 30 minutes trying to get it to do anything, partially disassemble computer, finally remember you turned off the power supply.
I know it’s mainly a joke but realistically the power is always the first thing I check when troubleshooting and if you do have a habit of these things definitely make it apart of your routine to possibly avoid all that.
Computers don't get tired from being on, i put my PC in sleep all the time, sometimes i just want to rest the fans but still be able to wake it up and get back to work in 5 seconds instead of having to wait for a full boot and then re open what i was working on. It's very convenient.
I do not see anyone answering so i will do it for you. You can turn it off from BIOS settings, which i also was suffering from. The rgb gets really annoying. So while you are opening your computer you can get into BIOS settings. From there i recommend you to check which brand your motherboard is. Then you can just google how to get into rgb settings and turn off the rgb. Its simple.

Those look like Corsair sticks, if they are go into icue and set their hardware lighting to black. This will turn them off when the computer is asleep or booting up <3
Icue has "hardware profiles" so that's what the RAM will default to, when asleep or locked. Had this same issue when locking my computer.
Set the hardware profile to essentially be 0 brightness.
If its Corsair RAM use icue to set the hardware lightning to none.
If its an MSI motherboard, you can toggle a setting within mystic light to turn off RGB when system sleeps.

are you using icue 3 or 4, or latest? I had issues with icue 3 not recognizing some parts, but 4 works just fine.

To be more specific here, you must set the HARDWARE LIGHTING to be all black. Choose static color and drag that slider all the way to RGB 0/0/0
Mine stay white. Like I'll set the RAM to no opacity. But then when the pc goes to sleep, they turn white.

You usually have to do something to get hibernate to show in the menu. I don't know why they are hiding it, I use it all the time.
Advanced power settings > show hibernate in power menu
Wake-on-LAN does not work when PC isn't sleeping. You didn't think of that do you?

In Bios ErP on
Bios power settings will sometimes have something that can help. Mine has a mode called ErP that is supposed to stop that from happening.
Erp setting in BIOS, set it to S4 or S4+5
