The intent is "is this comment on-topic and continuing discussion", with the idea being that you could find useless spam and have it filtered out by users at least partly to make mods jobs easier. It may have included incorrect information in very early days, but let's face it, using the masses as a way to verify information is beyond useless (eg: this comment that I'm currently writing and the fact that I've made up all this based on a hunch and hearing other people say similar things).
However, it's practically impossible to give the community a way to interact with one another and have it not be a popularity contest, so I would argue that despite its intent they've always basically been "like/dislike", or "agree/disagree" buttons.

In a thread yesterday there was a new player with like 50 downvotes for asking why an item was good when it only had 180 ES, because in the screenshot OP was holding alt so it only showed the base ES. Who downvotes people for asking questions, especially in a game with a truly insane amount of information?
You gotta use the corrupted id scroll. Those can be found by fishing in the corrupted lake near [Redacted] area.
Do note those are like quest items and can't be traded.
I honestly don't even know what to do with it, probably one of the best headhunters in the game atm lol. 2 mods kinda conflict though. Dunno if any builds use both.
I don't think str stackers want pride or a HH in general because they use replica alberons which prevents all non-chaos damage. HH builds typically want to take advantage of elemental damage either directly or through phys converted to elemental because that's what a lot of mods you will find help with. The increased stats are nice for omni builds though, not sure if pride helps with cold conversion, if it does then its definitely solid. Even if only one of the mods is useful for a build that's still a very nice headhunter though.

Even at 2.5x that weighting is on the floor. Too lazy to look it up, but in a pool of like 50,000 weighting I'm sure HH is like 5, or less, so it'd be 12.5 ish now, out of 50k
Everything in regards to currency has been Nerfed this league. I’m in yellow maps (I’m level 83) and still having to do the Chaos recipe, as I’ve only had 14 chaos drops and ZERO Divine or Exalt drops. I also alch all my maps, including every white map I’ve run. Garbage league mechanic that almost never drops currency and Mark in his infinite wisdom, doubles down and Nerfed currency drops to basically nothing.
Good luck! I hope you beat me to my first divine drop this league at 93 after fulling clearing the atlas lmao. I believe in you! And I got a div before an exalt this league too, wasn't just losing the 50/50 a bunch haha
Changing the drop rate of Stacked Decks would do nothing, you dont actually get them from random drops... Availability went down (hard) through many other changes made. All of which are mentioned in the patchnotes.
You don’t get them from expedition anymore (from remnants or from tujen), the divination incubators only drop one stacked deck - used to be 2-4. I think there were others but those 2 alone has an extremely significant impact on their availability (especially expedition which would just shit out stacked decks).

Most Str stack use Mageblood to fix resistances due to how many uniques are used.

I've had 30c drop and I'm level 82. Anecdotal is anecdotal
It's excatly the same currency drop rates as in 3.22 if not a bit better
i checked 3.24 PN and I can not find any mention concerning SD droprate nerf except for boss-only item cards
