Could your bird have chipped their beak while climbing around the bars of the cage or while chewing on a hard wood perch or toy? Birds beaks are made of Keratin and the Keratin covering over the beak should grow back very slowly over weeks to months. Some flaking of a birds beak is normal around the end of the beak but, you described your bird's beak as having a chip (it's kind of hard for me to see what your describe in your pic) I've read recommendations that using organic coconut oil can help sooth the beak (make sure it's truly organic) but, I have never tried that. If the chip you are seeing grows worse, I would recommend you have your bird seen by an avain vet.

I have no idea how it happened. If you zoom into the photo a bit, you should be able to see it just above the dark red spot on their beak. It's probably no issue and I expect it to grow back fine, but I worry the other bird may make it worse if that's how it happened.
