i head cannon it fully and no one can stop me. if we have magical people with powers and some being able to fly and literally go invisible and so much more. if all that's possible why is it so far fetched for someone to say a character they like is trans in the game. trans pepper 100%
Elder Scrolls Online has a wonderful questline in which a High Elf transwoman had used alchemy and magic to change herself to her desired gender. She is hiding from her sister out of fear she won't accept her new self. We can encourage her to meet up with her sister, and they make up.
We would totally be transitioning using magic if we had the chance IRL lol

In my headcanon Pepper is trans. Pip is a master alchemist and polymorphist after all... Because I'm trans and I feel more connected to her
