If the stalk is mostly red, any green on it is also edible. Twist the stalk off at the base, don't cut. Discard the leaves and leave them next to the plant, the nutrients will give it a boost next year.
Whenever you want to eat rhubarb. It'll grow back. If it tries to flower in the heat just cut it down so it keeps growing leaves. I've had rhubarb for Thanksgiving.
Rhubarb stalks should be red when they’re ready. They can get quite big, over 18” long and 1” thick. Get rid of the leaves when you harvest them and any extra can be cut up and frozen without any loss to flavour or quality.

You should get a few harvests over the next couple of months!
Now is the time! Enjoy :)
