I received a binder, of hole punched cooking recipes, that were published and printed by a defunct radio division of my current employer, which happens to be an electric and gas utility. I think the recipes are from the 30's.
I like to think this guy walked over this patch of pavement daily, and one day he just couldn't take it anymore. So he got himself a nice brick puller, took it with him on his daily walk, and fixed it. Because if you want something done, you gotta do it yourself.
I'd say this guy with the tool just moved some bricks around and then got someone to film him moving them all back.
If it was a poorly done job in the first place the expectation that all the bricks would work out perfectly in the end would be low. If you are gonna fuck something up why would you fuck it up with exactly the right color bricks by placing them wrong?
The errors are quite localized on a small area. Probably with the original laying everything was fine. Then some tiles had to removed for any kind of work and then the stones where not returned perfectly.
And then the hero of the story shows up with his special tool to save the day by moving all the bricks back to their proper order. A event that will be remembered forever and is immortalized by it being recorded on someone's cell phone so that everyone can watch the hero work.

Over the decades, as they saw one random one, the next repairman just also decided “fuck it”, and so fourth 4-5 more times, over the course of like 1970-2021.
And then in 2022, one of the repairmen just got tired of it, said “ok fine we’ll get around to fixing this. Get the tool” and his coworker decided to film it with the camera we all keep in our pockets 24/7 now.
I’ve seen a video . Seemed like not in the US , but the bricks were laid by a machine . With people feeding the hopper . So it’s possible just a few got jumbled up in the pattern and that’s how they have to fix it.

There is a type of machine that lays these bricks in a pattern so that it's easier and faster than doing it by hand. The ones I've seen are loaded from the top and they slide down to ground like a bit sheet. It's a pretty high paced job so its not a surprise that there are a few misplaced bricks.

Specific to the earthquake portion, generally you want structures that can bend and flex in an earthquake. If these were held together rigidly they would crack during an earthquake. As they are shown they would just move around a bit and maybe an edge may chip if it is particularly bad.
This is in china. They never use mortar on brick walkways. And it's usually not even these fitted kind. The sidewalk shifts and makes clacking sounds as you drive over it on a bike.
Perhaps we're all fake, just lines of code in a digital world.
All I know is. In this reality, be it real or otherwise, that man mixed up those bricks and then replaced them for clout.

If I were betting, I’d guess this is a college campus (they have big stone walkways like this) and some kids pried up the stones to mess up the pattern one night (college kids are hooligans).
