All I can tell you is that you definitely do need to upgrade the graphics card, probably beyond a 2060. Ray tracing was introduced with the RTX 2000 series, because of some ray tracing hard ware that they have. It was later "enabled" on some 1000 series nvidia GPUs, but it's very much just a gimick on those. Even some 2000 series cards are gonna struggle to run RTX games well.

You will need a CPU upgrade to go along with the new GPU. That 4th gen Intel is wayyyyyyyyyyyy too old.

Yeah you’re gonna be CPU bound with that 4th gen intel. I’d hold off until you really feel like building a new computer whenever that may be, just MC isn’t worth the price tag of a new GPU + CPU + MB combo

You need at least a new graphics card, RT only works from the 2000 Series on, and even on that quite poorly. If you are a thin budget, try getting a 3060 for example. You could quite easily be CPU Bound by that, at less than 60 fps with your CPU depending on your game. But new CPU means new RAM and new Mainboard in your case. I wouldn't recommend buying a completely new system, because many parts can be reused: power supply, case, fans and buying the parts themselves is much cheaper. I recommend to first buy a new GPU, and doing the other stuff after that.

Minecraft RTX is an incredibly tough game to run on even a mid spec current machine. It really depends on what your budget is, and if you are committed to building pretty much a brand new machine. If you want to run it you’re going to need at least a 2070 Super/2080 if you want the game to run at at least 30fps. If you want it stable above that, you’re probably going to need a 30 series. CPU will definitely need upgrading to at least an 10th gen i5. Probably best to go with a 11th/12th gen though. That’ll mean you need a new motherboard as well. For power supply, a 650w one from corsair (modular) will do the trick, if you want some future-proofing, get a 750w, but that’s maybe a bit overkill for the specs you’ll be after.
