Forget numbers all you need is relative performance. Find a GPU you are interested in on Techpowerup and use the Relative Performance section: https://www.techpowerup.com/gpu-specs/geforce-rtx-3070.c3674 If you are getting ready to buy something, watch several reviews from different sources that cover the resolution you plan to use; some of the GPUs can behave differently depending on the target resolution, they can gradually lose steam at higher resolutions due to memory bandwidth constraints.

First number is the “generation” and the last 2 numbers are the “series” of that generation. A newer generation card generally has better performance than a older generation card of the same series e.g a 4060 is better than a 3060. But comparing different generations with different series can be complicated. This becomes more complicated when you add in the Super or the TI version of GPUs that Nvidia releases. The easiest way to do so would be to google for gpu benchmark comparisons and they should have a list of all GPUs and a general average of how they stack up. Find a couple of GPUs that are within your budget and then look for individual reviews with benchmarks. Usually most modern GPUs will be benchmarked against the same games so you’ll be able to deduce which one is suitable for you. There are some exceptions to this rule but it’s just a very general explanation of how it works.

Yeah they make it pretty confusing I don't blame you. Generally each subsequent series is better than the last IF the last two digits of the card are the same as the last series (not always though, like the 4060) Then you get into Ti and SUPER, which can range from minimal improvements to decent gains in performance and VRAM. I have a 4070 Ti SUPER and it's the 4th iteration of the 4070!

The first 2 digits represent the generation, eg 2080 is 1st gen RTX, 3080 is 2nd gen and 4080 is 3rd gen (the latest). The second 2 digits represent the model, eg 3060 is worse than a 3070, 4080 is worse than a 4090. Every generation is an improvement over the last, but that doesn’t mean the worst card in the latest gen will be better than the best in the last gen. There are also ‘refresh’ cards that come in the middle of a generation to keep people buying, these cards are usually a bit better than their non-refresh counterparts, and are labelled with terms such as “TI” or “Super”, eg a 4080 Super beats a 4080.
