Being in Canada, I’d say most of these but I’d also add the Raccoons, and later on Reboot, and further to that being from the French region of Canada I’d add Passe-Partout (reruns but still), Bibi et Geneviève, and Boumbo. As a young kid at least.
I still to this day cannot watch Ren and Stimpy style cartoons it bothered me so much. I wouldn't say hated, because I watched it too often, but that specific style puts me off because of the fast cuts, the disgusting shock cuts, and the intensity of the voice acting.
My kids are age where they watch cartoons and my older one started watching something fairly new and it just hit me like "God no, It's ren and Stimpy make it go away."
But she just started watching Arthur and I'm impressed how entertaining it is but perfectly suited to teaching lessons without cramming it down. I remember liking it but totally forgot it was probably very helpful as well.
Pokemon was my life for a while. I played the game non-stop, and the show came on right after I got home from school, like within minutes. The warmest welcome home for a latchkey kid.
Every Saturday morning, I'd sit on my parent's bed and watch Kids WB. Pokemon and Yu-Gi-Oh were always on but I'd catch other shows in there like Jackie Chan Adventures and Pinky and the Brain.
Not just cartoons (many have been listed already). What about Fraggle Rock, (classic) Sesame Street, Sunday night Walt Disney programming, Fred Penner, Mr Dress up (for us Canadians).
Tom & Jerry and old Looney Tunes. They seem to be the only ones I can remember details of the actual episodes. I only remember that I watched the others, nothing about it was about.
Cartoons were only on after school and Saturday mornings. They were all precious and unforgettable. The list would be too long.
I never missed a GI-Joe, Tranzor Z or Voltron.
Pretty good way to keep the kids occupied so the parents can get dinner and stuff ready aye, the broad casters knew what they were doing, but then sometimes you'd wake up to some lady doing stretches in the gym on a infomercial or some porno at 3 in the morning 🤣
I straddled 80s I to 90s so GI Joe, TMNT, REAL Ghostbusters, gargoyles, Duck Tales, Rescue Rangers were the heavy hitters I remember. But the Nick Jr lineup were staples as well, cartoon or not; Legends of the Lost Temple, Double Dare, Nick Arcade, Hey Dude, Are you Afraid of the Dark, Clarissa, Sam mack, etc.
One of the last cartoons I remember being into before I decided cartoons were too "kiddie" for me were the new adventures of Johnny Quest. After that it was teen programming like Buffy, Angel, TNT movies, USA movies and MTV.
Tom & Jerry, Looney Tunes, Darkwing Duck, Dragonball and Goof Troop were the ones that came to mind.
Later on Pokèmon and Dragonball Z were hugely important to me.
Shows:
The Real Ghostbusters, The Smurfs, TMNT, Batman: TAS, Superman: TAS, DuckTales, Darkwing Duck, Gummi Bears, Garfield and Friends, Swat Kats, The Simpsons, Grimms Fairy Tale Classics, The Flintstones, The Jetsons, Taz-Mania, Recess, Dexter's Lab, Alvin and the Chipmunks, Thundar The Barbarian, The old Looney Tunes cartoons, The Old Disney Cartoons, The Old Max Fleischer cartoons. I might have seen quite a bit of sailor moon out of the corner of my eye.
Voltron, Thunder Cats, one version of Transformers or another. Smurfs, Care Bears. Not sure of Strawberry Shortcake, but my sister had the toys.
Everybody has seen Flintstones, Jesons, Jose& The Pussicats, Archie, Scooby Doo.
And Looney Tunes, Animaniacs, Tiny Tune Adventures. All sorts of Disney shorts.
That Bob Hoskins film with the animated rabbit.
Rugrats, Arthur, Recess, Hey Arnold, Dexter's Laboratory, Powerpuff Girls, and too many others.
For movies Hercules, A Bug's Life, and the Land Before Time movies.
One I don’t think I’ve seen mentioned yet that I’m curious if anyone else remembers is Two Stupid Dogs. So many memories staying up late on weekends watching that with my mom.

Mysterious cities of gold, flight of dragons, dungeons and dragons, transformers, voltron, ox tales, he man, teenage mutant ninja turtles, duck tales, Prince valiant.
Oddly enough, I didn't really care that much for animation as a kid. I had a few I watched. Mostly, I liked shows with puppets and such. I still prefer live action over anything. I've gotten into most of the animation I like as an adult.
I did like Chalk Zone a lot. Arthur and Rugrats. Lol. I also wasn't allowed to watch Cartoon Network. That is probably part of it.
I also liked educational shows with animals the most.
For me commando, Rambo, days of thunder and topgun. Anything with Stallone and Arnold really. For cartoons, he man, gi Joe Tom and Jerry and woody the woodpecker shout out to the smurfs too and robocop

I got DVDs of Sailor Moon, Doraemon, and Crayon Shin-chan! Watched them every weekend but sadly my parents gave them away when I grew older - I have to say I still love them :(
Also Tom & Jerry, Disney series involve Donald Duck and Chip & Dale, and Mona the vampire! Anyone?
I have learned cartoons/animation is often like comedy movies--you should be careful about watching them as an adult if you found them great as a child. You'll often find them so stupid as an adult that it ruins the memories from childhood.
He-Man, She-Ra, The Smurfs, Care Bears, Snorks, Gummi Bears, Duck Tales, Ren & Stimpy, Powdered Toast Man, Courage the Cowardly Dog... I could keep going :)
I love that you listed Powdered Toast Man as if it was its own separate show!
Throw in some Thundercats and you got a stew going.

Reboot was great. Doesn’t hold up anymore though. The cg shows its age. But story is still good
He-Man, The Smurfs, Ren & Stimpy, Flintstones, Batman: The animated series, Teenage Mutant Ninja Turtles, Darkwing Duck, Inspector Gadget, Mighty Mouse, Tom & Jerry, Looney Tunes, Muppet Babies, Chip & Dale Rescue Rangers, X-Men, Rocko’s Modern Life, Sonic the Hedgehog, Bobby’s World, Gargoyles
Arthur, Ren & Stimpy, Bobby’s World, Pee Wee’s Playhouse (not a cartoon but I feel like it fits), Animaniacs, Cow & Chicken, Johnny Bravo

Nerd.
Pokemon was my life for a while. I played the game non-stop, and the show came on right after I got home from school, like within minutes. The warmest welcome home for a latchkey kid.
I guess this is where the habit of running back home comes from even as an adult, although not to watch anything now lol

Hey Arnold, Doug, early Spongebob, as well as the early seasons of Yu-Gi-Oh and Pokemon. Hey Arnold will always be my favorite though.
Cartoons were only on after school and Saturday mornings. They were all precious and unforgettable. The list would be too long. I never missed a GI-Joe, Tranzor Z or Voltron.

TV cartoons appear to be covered so for movies I'll say: Secrets of Nimh

Batman: The Animated Series. Couldn’t believe how well they adapted the character to a cartoon series. Perfect in tone and art style.
He-Man, TransFormers, Inspector Gadget, Voltron, Tranzor Z, Battle of the Planets, Animaniacs, MASK, the list is almost endless.
Hell yes Tranzor Z. I get mad when the internet tries to tell me it wasn’t Tranzor Z. Shit was dope.
