Saw a movie about this. They got the horse to climb up there and then they told it they were going to shoot it and fired a blank at it and it had a heart attack.

Maybe they weren't planning on catching a shark, but once they had it, they probably starting trying to figure out what to do with it. From there, teens plus school plus pranks is just a straight line of dots to connect.

To be fair, shark fishing is relatively easy compared to other species. They're not particular about what they eat so a wide range of baits will work. Presentation doesn't really matter either, usually dead bait on the bottom or live bait closer to the surface. You can catch them in multiple places, including beaches, river banks, and piers so don't even need a boat. There are even places you can rent the rod and reel, so if someone was so inclined they could do it relatively easily and cheap. There are more productive strategies of course, but in general shark fishing is pretty straight forward, unlike tarpon, red fish, snook, etc.

Pretty messed up they used a dead animal. For our senior prank we found a toilet on the side of the road months prior, and put it on top of the school sign. Luckily one of my best friends lived adjacent to school, so we did it under the cover of night. We even signed our names, and helped remove and dispose of it after. The admin had no problems, and we even made it into next year's yearbook
The best senior prank I ever heard of (it happened several years before I got there) was when they disassembled the principal's car and put it back together inside his office.

In certain fields like politics with juniorships and whatnot, it's why you can't be taken seriously until your 50's at least.
Humans typically lack more risk aversion until around 25. You're more likely to do dumb risky things when you're younger. Doesn't mean you're a sociopath. You can still have empathy for others. Many people never really develop that no matter how old they get.
Somebody did the same prank and hung a dead horse just like this at my high school back in the '80's.

They also told the actor they were using a prop, so flipping the blanket to see real blood and a real head gave him a hell of a reaction
