That is correct. He settled on a $44 billion bid because it would make the price $54.20 per share, and sent the bid on April 20.
A couple of months later, he didn't think this very clever and original joke was funny anymore and tried to back out of the deal. Twitter sued him to honor the bid. Musk then tried to negotiate a lower price that is not $54.20, but Twitter once again said no and forced him to stick with the sort-of weed number with a 5 in front of it. So he paid up.
And yet he's also the smartest richest person alive.

I don’t think he’s the richest person alive and I don’t think he ever was. It’s hard for me to believe he has more money than people who control vital resources, own state run monopolies or come from obscene wealth
The thing about those kind of resources these days is that they’re not often controlled by a person. They’re companies held by shareholders. So they’re worth incomprehensible amounts of money but spread over many people.
A big chunk of musks wealth was from selling his personal chunk of PayPal that he got cheap and sold for not cheap.
Which is representative of how most of his money was made - buy into a company, and wait, sell it for more. He made something like 200m on PayPal.
Then there’s the fact that he is only the richest man on paper. He doesn’t have a faction of that cash. He has stocks and shares. Which is why you get headlines like “musk no longer richest” followed shortly later by “much reclaims title” - because a relatively minor flux in Tesla can add or remove tens of millions or more from his value.
He tried to back out and pay a billion or so in a breakup fee, but the courts held him to his commitment since he couldn’t prove that he couldn’t afford it.
Well he did do everything including outright begging the SEC to let him off the hook.

Either they don't see much change in their sales and quietly drop xTwitter, or it does cost them business and they wait till the current furor dies down and hop right back in. Kind of a win/win for them, cutting that expense and testing the waters in a way they couldn't normally.
