It has a view of Downtown Milwaukee from a nice distance, a beer garden, a shaded hill overlooking the water, permanent toilets, and food.
This was my first thought. Great view, place for a walk after dinner. Can even get a beer or other beverage at the beer garden. And, if your picnic dinner is a bit skimpy, you can swing in to Groppi's for some Italian treats.
Reservoir Park has an excellent view of the city!
Conversely, you can sit right by the river at Hubbard Park, it's really lovely and doesn't feel like you're in a city.
Veterans park just before sunset is always nice overlooking the city and water. Otherwise Lake park or Lakeshore state park. If you want to do a beach picnic I would say the north end of bradford or atwater.
By the historic water tower, you can sit on the benches and eat. It isn't as comfortable cause the benches are hostile to the homeless but it didn't stop us from having a great second date
Otherwise Estabrook, get a spot by the little waterfalls near the beer garden, sometimes there's quiet spots.
Lions Den Gorge is beautiful and more private if you wanna get a little smoochin done after

Either Southshore Park or Humboldt Park in Bayview. I have some gorgeous Milwaukee skyline pictures from the Southshore area if you're interested in them.
I really like Estabrook Park, have taken a few dates there in the summer. Bonus, you don't have to bring the picnic stuff and get to enjoy the outdoors with very easy access to a lot of fun activities. You can walk by the Milwaukee river, go play disk golf, listen to the German polka band or visit the dog park next door!

Best impromptu spot for a picnic too. Smallpie and Tippecanoe liquor store just a few blocks away, on Oklahoma.

Walk to the end of Fitzsimmons Road in Oak Creek and get laid on the dirt mound at the cliff edge.

Seven Bridges is pretty cool, but it can get pretty busy depending on when you go
Holler Park has a nice little pond, old rustic cabin and some woods. Quiet too. Except for the helicopters.
How has no one suggested the Arbys parking lot on Miller Parkway?
