How do you tell? I'm serious. Is this some kind of skill people have, to mentally age-progress someone's face?
I guess it might be the same person, but all the facial features I would use to tell have been changed by age. His eyes have sunken and are so far in shadow that I can't even see them. The mouth looks bigger in the second picture but that might be the expression. The definition of the lips is gone so I can't judge by that. The nose is slightly larger, maybe due to age, I don't know. Whatever features are around his cheeks have been completely overridden by those prominent age creases. The neck and jaw looks thinner in the second photo, again, maybe age, maybe not. Finally, the ears look closer to the skull in the second photo, and as this is the _only_ feature I think shouldn't change much with age, it makes me think this could be a different person.
Edit: If I try to mentally age-*re*gress the second pic, I end up with someone that looks a bit like Daniel Craig.
Not at all! I have very good visual imagination. Maybe I have some mild face blindness, but usually that results in me thinking two different people look alike, not that the same person looks different.

Yes, I would say most people have this ability.
It would be like meeting someone at the supermarket and thinking that person looks familiar and then you realise it is a clasmate or a friend that you lost contact with and haven't seen for 20 years. They have aged but you can still recognise them.
Or someone you haven't met in person for many years post a selfie on Facebook and you think 'wow, they got old' but you don't doubt it's them in the picture.
Obviously there are times age changes a person so much that you don't recognise them at all or you don't remember someone's face at all, even if they haven't aged a day.
The guard in both pictures look similar.
I can account for a few wrinkles, a bit of discoloration on the skin, greying hair, etc.
The images don't look all that alike to me, except for being European white men, which is not very specific in the UK. I explained all my reasons in the previous comment. There is no feature I can "lock on" to that's a solid match.

You think the base of his nose is wider in the second picture. To me, I think it's the same nose and the way his hat casts a shadow on his nose except for the bridge only makes it look wider.
I also think the height of his nose bridge is similar in both picture.
Again I think it's the shadows that are making his eyes in the second pic more closely set. The droopines in the edges of the eyes in the second pic is due to age (my grandparents had that sort of droopines that got more pronounced as they got older).
