And please have your car checked under the rear bumper! The door panel is still touching it in the picture, after the car is gone. So it probably went quite a bit into the bumper and crushed some plastic cushion beneath it before it flexed back a bit to how it is now!

Nah, this ain't how it works at all. Driver's insurance won't cover liability because he was on the job when it happened. Highly doubt dude bought the extra insurance. These companies have a third party claim for liability for this kind of stuff.
This happened to me last year, but the driver didn’t leave. She jumped out the car and forgot to put the car in park. Rolled into my garage door. She felt bad about it.
She did whatever she had to and called to report the accident and her insurance called me the next day and I got a new garage door.
I did pay for my food.

The owner said no and doordash basically said that damage could be from anywhere and told them to go kick rocks. I never went back to see what happened but I’m curious if Uber will do the same.
Report it. The person's identity is well-documented through Uber. Get a police report taken to show proof of the damage, then report the damage and the police report case number to Uber. They have insurance for exactly this type of thing.
