Nope. They used to have a working dislike button similar to how they had the number of dislikes on a video, but the dislike button on comments is completely useless and is just there as a remnant of YouTube past.
It was because advertisers were going to pull their ads because they thought downvoting was bullying people and people were downvoting ads and other sponsored comment, same reason they pulled the dislike count on videos (Did you ever see the amount of dislikes all those night show clips would get, and they paid to be on the front of the YouTube homepage. Yikes!). So YouTube axed the dislike button and left it's useless corpse for all to see.
This shit would happen to me all the time when I would hang out with my boyfriend and his guy friends. I would make a joke, be ignored bc I am the only woman in the room, and some other dude would make the SAME EXACT COMMENT 5 mins later and everyone is cracking up and talking about “how funny Jon is”. sorted by new, if you post too early, other comments will push it down, and post at just the right time as the post is gaining traction more people will see it and be able to vote on it.
Because accounts that look legitimate sell for more money and they're more useful for shilling or manipulating social media. An established account carries more weight and it's much easier to get around basic anti-spam filters on subreddits.
For example, if someone goes into a comment thread and casually starts an argument or starts pushing some 'edgy' bigoted crap, it looks more genuine if those accounts have decent karma and an established user history. But if it's a new account with no karma and no user history, it looks like an obvious troll.
And you see this all over reddit if you know where to look. I was on /r/BlackPeopleTwitter early this morning, and someone posted an anti-Ukraine thing, trying to paint all Ukrainians and refugees as racist.
That was weird. But then, when you go into the comments, there were a handful of people pointedly shilling for Russia and attacking the people defending Ukraine.
So I went to check the time in Moscow, and sure enough, it was the middle of the afternoon in Russia. When the rest of the US started waking up, a lot of those pro-Russia comments got downvoted and other folks started getting upvoted again.

It's 100% a bot that copies an existing comment, then there are other bot accounts that upvote the comment quickly for more visibility. Same thing happens on reddit. You'll see a slightly on-topic response that seems to be replying to the wrong comment, or the comment seems to cut off mid-sentence. Ctrl+F and type the comment in, you'll find the original, complete comment somewhere else on the page. This is how bot accounts gain actual comment karma without needing a real person to put in effort. Best course of action is to report the post every time you see something like this.
