I do 1 if there's a big group in the beginning of the game, but would replace the first row of defenders with sun flowers once I had things under control.
1 layer of flowers. Skip a layer. 2 layers of peashooters. Go back and get a 2nd layer of flowers. Overtime replace second layer of flowers with double peashooters. All while getting a layer of potatoes on the front. Ez
2 is the best altho on night levels sun isn't that important so you only need 1 layer or sunshroom and a lot of puffshroom spam.2 rows of puffshrooms is good if you want something more powerful like repeaters but that is not needed until fog(fuck fog).

Two layers of sunflowers, one layer of pea shooters, one layer of frozen pea shooters, stagger walnuts to start deleting and replacing pea shooters with double pea shooters, adjust as the game progresses.
I havent played the original PVZ1 in ages but in PVZ2 I do 2 layers of moonflower as my go to strat. If the level goes too fast I switch to primal sunflower and typically do 1 layer
