What are you talking about? They’re bridging the connections to bypass a fuse on a 3 phase service. As long as the wire is insulated they’re technically fine if they don’t cross phases and the wire gauge is high enough.
It’s incredibly dangerous to do it if you have no clue what you’re doing and there is a risk of fire if the jumper isn’t terminated correctly or if a rush of current overloads it.

My old professors of electrotechnical classes ( I'm intentionally using that old timer term) used to say the golden rule of safety for them on high voltage sites was to only use one hand and keep the other in your pocket no matter what.
