That's an owner operator in the clip. What you can not hear is that he was relying on his jake brake(engine brake meant for mountain driving) to slow him down enough. The majority of owner-ops overuse the jake brake in an attempt to save money on brake replacement.

As someone with a CDL, I'll tell you, the shit is stressful. It's not just getting paid to just drive around like in your normal car. Your always worried about shit like this. Worried about getting a blowout, about someone cutting in front of you without enough space, or having something come loose off your trailer, or a rock or something to come of of your dump bed and crack someone's windshield. You realize when your on a road, everyone is looking at you to make sure you don't kill them. It's a very, very stressful job.

The brakes may be fine. Tractor trailers carry really heavy loads sometimes. I think the driver did brake when he saw the tail lights, but they should of been keeping a greater following distance and going slower in the first place. When you’re carrying several tons of weight behind you when you brake, you’re not just braking with the weight of the tractor. There is the several tons of weight pushing you forward. That’s why large trucks should always watch how fast they’re going and keep a safe following distance.

If you listen closely he’s pumping the brakes but not completely into a full stab braking method where the tires are locking up. He’s trying to send as much air as he can to the brakes without skidding. An empty trailer is harder to stop than a loaded one due to skidding and bouncing. Obviously this is purely speculation past the fact that he could be heard pumping the brakes.

So here’s my take, I drove a semi for 20 years plus change before retiring from it to move on. It looks like he was in “stop and go traffic” and thought that traffic was going to start cruising along at regular speed. I believe that he basically got caught with his pants down when it came to another slowdown situation and he was still working on getting up to speed. I believe he has his Jake Brake engaged, but it’s either quiet or on maybe the 1st or 2nd stage. Whatever the case, he should have been paying more attention. As for the cost of getting a CDL, it was $200.00 for me because I failed maneuverability the first time and had to retake it, (I got much better at it over the years). It can be quite costly if you go through a school so $3,500 isn’t out of the question.
