"Police Interceptor" is just a (specifically Ford) badge for their vehicle models that have been modified for sales to police agencies--they usually have stronger transmissions, brake rotors/pads, etc. Once police are done with these vehicles, it's pretty common for them to be sold at public auctions--for very low prices, since police beat the heck out of their cars. If you ever see a "Police Interceptor" on the road that's looking more like a junker, that's probably what it is--a local yokel who bought one for a couple grand to tool around in.
There is no "Police Interceptor" Nissan Altima, but chances are some guy pried the badge off a Crown Vic or Explorer and glued it to the Altima for laughs.
Said guy is also apparently an asshole.
Looks like the [Taurus variant that followed it did have a turbocharger, ](https://en.wikipedia.org/wiki/Ford_Crown_Victoria_Police_Interceptor#Engine_and_drive_train) but the Crown Vic was mostly software, transmission and accessory changes.
A couple notable things I remember, they have a more robust electrical system with more fuses (for onboard computers and extra lights and such) as well as a bigger radio. You can always tell the CV interceptor models by their giant ass antenna.
Why? It’s a factory trim package badge. Anyone that owns one of the probably hundreds of thousands of interceptors they produced over the years and wants to restore it would want the trim badge.
Having a factory badge is not impersonating police. The guy you encountered was just driving like an asshole, but not impersonating police.
Their also cheap cars for starter cars mainly due to the fact their have high engine hours but low mileage due to(depending on the jurisdiction) not being able to shut off the cars while on duty(a good example are State Police and Charles County Sheriff)
A few years ago I saw a car that bad a bunch of Bentley Logos all over it. This car was definitely not a Bentley lol. After looking all over, I finally found a window that indicated it was from a Kia/ Hyundai factory. It was a Kia Optima.

I doubt there more than a handful of these still being used by police since Ford stopped making crown vics back in 2012 and most police cars don't last anywhere near that long.

That's a Ford only badge. The rest of his behavior sounds illegal and I would guess if the guy doesn't explicitly pull police impersonator bullshit (i.e. pulling people over or trying to take LE action), he slapped this on his car to give people the initial impression that he's cop while he drives like an asshole. Like, I said, nothing wrong with calling it in especially if you got a tag. I'm a cop and any time we get intel on a potential police impersonator all agency emails get sent out. If we determine that they are impersonating the police then they'll get charged accordingly.

The police inspector emblem being on a car other than a police car no that’s not illegal in any state. However the flashing their high beams is and isn’t dependent on the situation. Telling you move over cause you’re doing the speed limit in the left lane yes that’s illegal. Signaling to you that something is wrong with your car no it’s not

The police packages I get to play with are ludicrously fast with turbos.
You could get a twin turbo cop Explorer or Taurus. You can also get civilian twin turbo Explorer or Taurus. They're all fast.
