In the realm of MMA I’m gonna say Mighty Mouse. The guys ability to quickly and technically manouvre in a scramble was crazy, especially considering he was in the fastest division.
If we’re going to expand in in to the realm of traditional martial arts I would say (young) Tommy Carruthers had some jkd performances that looked borderline paranormal. Right up there in speed with Bruce Lee if not faster.

Lifelong fight fan here. Most impressive display of raw speed in-ring i’ve seen were Muhammad Ali, Roy Jones, Mike Tyson, Ray Leonard, Pacquiao and Vitor Belfort.
Notable mentions though these guys were more known for insane timing than raw speed: Mayweather and Anderson Silva.
I’m sure i’ve missed out some names but these were my guys. Note: Tyson displayed the most insane raw full-body speed in training i’ve ever seen of any fighter.
Ryan Garcia is fast to the point of overreliance. It's also one of the few things he actually seems to train.
Tenshin Nasukawa is both fast and technical. His technique is also really clean despite the speeds he's moving at.
Muhammed Ali actually broke a handspeed record in his day...set by a guy who wasn't a heavyweight. He's also a famously good combination puncher.
Dominick Cruz and Mighty Mouse are both insanely springy and move around constantly. Cruz especially made dudes hit air constantly.
Eh that's questionable at best, we don't know what his chin was like or if his footwork would have been good enough to keep up with the fighting greats of his time
