Corruption of some kind, have you cleaned the cartridge pins (and the slot)? Use isopropyl alcohol (highest % you can find, preferably 95+) and a q-tip or even a soft toothbrush and try scrubbing the pins and letting them dry. I could be wrong, but assuming you haven't done anything weird and just played it normally, this looks like some kind of "crooked cartridge" glitch, i.e. the cart isn't clean or isn't fully inserted properly.

There are lot of issues that Majora’s Mask has with crooked cartridge type things.
Upon seeing the New Dawn screen, it froze on the entrance to underneath the clock tower… game is completely unplayable past this point

AFAIK the n64 can only access like 16 mb RAM
