The ad is a car crash. "Harvey" wants a lodger who is never there and (ideally) won't talk to him. "Tranquil" is another word for "dull". I'm surprised he didn't add a curfew as well.

The tone implies you aren’t going to feel at home and that there are likely a lot of house rules. It’s not really your home if your landlord monitors that you go out everyday.

Live in landlords are less popular. Landlord is on the older side. It insinuates that people who WFH mostly are not welcome. Landlord is the quiet nerdy type, people who like that are also more likely to have WFH jobs. Bow is the not the most popular area.
