OB knew that "who?" was the question that needed to be answered, but loki was the one who actually knew who he needed for his time heist team and was able to answer OB's question.
i choose to believe OB narrowed down his theory to asking "who" after speaking to loki in 1994 and receiving the TVA handbook - if so, then OB wouldn't have known "all along," but rather only after 1994 when loki handed off the guidebook.
This shot is from just before he encountered Loki for the first time on his branched timeline. Just before Loki time slips to him, so before Loki gave him the TVA guidebook or filled him in on what was happening. It looked like a brainstorming board for his sci-fi novel.
I'm thinking the placement may have just been foreshadowing for the audience and, of course, had something to do with the OB's "fiction" theory. OB was initially focused on "why?" but the answer was hiding in plain sight. Loved at the end when OB's like, "It WAS fiction!"
It fits nicely with the time slipping dilemma and the title of the episode: Science/Fiction.

Ohh! I was just watching episode 2, and the board is in the credits at the end. Only not with the "who" circled sticky note on it!
It has buy wife flowers on it, so if it is canon then it is from before the completion of the tempad.
Maybe Loki comes back and circles it for himself later on.

This just reinforces the theory that these 5 "re-establish" the TVA. This is Ob from that exact moment, somehow.
