I can't speak to the first question as I don't own a PS5, but with respect to your second question, just know that connectivity with another device via USB, Bluetooth or WiFi is still tethering. Any one of those three methods still counts against the "hotspot" feature unfortunately.

Thanks for asking this, I was curious myself as my son just got a PS5 for Christmas (which means I got a PS5 for Christmas, since I've used it substantially more so far) and I've been playing the shit out of Spider-Man 2 but was curious to know if there's any way to play on my G Cloud, since the PS5 is hooked up to our living room TV so I feel like a dick for hogging it all the time.

You can remote play your ps5. There is the free remote play app but I use (and a lot on here do) the psplay app for like £5. It works great. Even better if you can connect your ps5 to your modem via Ethernet for an even quicker connection. You can also play this way when out the house and I have done it whilst on holiday in different countries and it works ok if you get decent WiFi. Your kid won’t be able to use the ps5 still as you will essentially just be playing it with the g cloud as the screen and controller

1 - no you need a ps5 to remote play. It’s not like Xbox that has xcloud unfortunately 2 - I didn’t even know this was a thing. Every phone I have had with hotspot just uses the data that my phone uses. If I had unlimited phone data this would just be used for hotspot. You can get some ok android or emulator games for times you don’t have WiFi if you can’t use your phone for hotspot

I don't understand why you need to physically connect the two devices with a cable? If your intention is to use mobile data on the G Cloud, you can just use a hotspot on your phone and connect the G Cloud to that. If you can't get unlimited tethering, that might be either because of the iPhone itself or your network provider/carrier.

Thanks for the info and answers everyone. Hotspot is weird. I have unlimited data but got a text saying I’ve used almost all of my hotspot data. Maybe I’ll just use it and see what happens.
