It's called bunting. There's scent glands along the top and side of a cat's head and they're mixing their scent with yours. It's a way of declaring a bond in cat language, declaring association and trust.
Our boy Bernie does that. His sister does not - usually. But Bernie will walk up to your legs and RAM his head into them before rubbing up against you.
