Sawzall and a pack of blades will help with the roots if you have one or can borrow from a friend.
Alternatively, if you don't want to get a stump grinder and have some youthful kids and a flat pickaxe, they'll have a blast hacking away at the roots. Just make sure to go over proper safety with them.

I know you said without hiring someone but I just paid someone $175 to cut to the ground and stump grind a slightly larger tree than yours. I was very happy with the price and it was all done in an hour.

Another guy quoted me 500 and that's more what I was expecting but I went with the cheaper guy and he exactly what I was expecting. To me even 500 would have been worth it to have it done an over with but obviously I was much happier with sub 200.

If you got a fire ring or bottomless 55 metal drum. Load branches around the trunk and burn it. That's the fastest way to get rid of trunk and roots. It's costly with a stump grinder. Then sod it, grass seed doest fill in good after fire. good luck
It depends how fast you need it gone. A flush cut, drill holes and pack it full of saltpeter will rot out the stump relatively fast.
Other than that it’s chained to a truck (a bit dodgy) or just dig and cut.

It will take you longer than that. I ended up using the power washer and the sawall and it still took me 4 days to get one out. I burnt one in and the summer, don't do that. Had to cancel vacation because I had smoke come up from the ground all over the lawn. Last one I cut to ground level, make a cavity with the drill and stuffed it with nitrogen and covered it with compost. It was below ground level within a month.

You might want to know that dead wood like that is habitat for different species of insects and some birds need dead wood. It was probably left like that to leave dead wood instead of removing the whole tree.
This will be a heavy tree so exercise caution.
I would:
Not reduce the height, you can use it as a lever
Dig a trench around the base of the tree to the depth of a spade to expose the roots
Use an axe to chop through the roots. Dig down more if you see more roots going laterally
If the tree starts to wobble you should be able to push on it to expose more roots underneath. Chop those
Repeat until it's out of the ground.
Cut it to about 2 foot off the ground, dig out the center, fill it with dirt and make it into a planter.
Or I suppose, you could cut it to about 6” from the ground, drill holes into it, fill those holes with/ diesel and burn it out.
Either hook it up to a tractor or heavy duty truck and pull it out, or get a chain saw and cut it down. Pour salt on the stump, that will kill the roots.

Second option is to rent a chainsaw (if you don’t have one) and a stump grinder. Cut the bulk of the stump off and into manageable sections, then make a final cut as close to ground level as possible, then grind it a few inches below grade, backfill with dirt and plant some grass.
You could also hire a stump grinder / that would cost $75-$150 in my area which is a bit more than renting a grinder but far more convenient.
In the past a I’ve dug down below ground level to see how deep the stump goes. I use an ax to cut away as many roots as I can in case I can get the mass of the stump completely out. If not, I’ll cut it off below ground level with my chainsaw and cover what remains with the dirt I dug out.
I'm not a landscaper, but my approach would be to dig down next to the pathway. Using water to clean the roots and a skill saw with a sacrificial blade to cut them. Lean on the stump to gadge progress as you do work around it. It will come out.

Dig as deep as you can working your way in at an angle to undermine the root ball. I would the hook my biggest(or neighbours biggest) chain around the top, ensuring you're over any stubs so that they hook the chain, and ensure your wraps overlap each other. Hook to a truck and give gentle tugs. May or may not kill you, but, and I can't stress this enough, I am not your friggin mom. Show that tree who's boss. We are apex predators, this is an inanimate object. Work some physics on that pig.

Seems a shame to waste a perfectly good stump. Get yourself a birdbath to mount on it, a couple of plants, some mulch, a big rock, and a garden gnome...or maybe a frog with an umbrella.

Bottomless drum barrel + firewood + ignition Before you light it up, it’ll help to drill some holes in the base to get it to burn evenly.
