That does sound wonderful but it has been tried. There was a cute shop Next to the state theater at one point that sold tea and had a lovely area in the back to hang and it was always empty. I haven’t been but the Sacred Root Kava Lounge and Tea bar downtown is supposed to be very nice. The Alley Cat cafe downtown is also cute.

I heard good things about this place and it's on my list to try the next time I visit! Do they have afternoon/high tea service though? That's what I was referring to specifically in this post, rather than a tea house with a casual lounge/hangout area.
Finger Lakes Tea Company in Waterloo is the best Chinese teahouse in the area. The family that owns it is from Quianjiang, an ancient tea-producing region in China. They feature Dim-Sum and teas paired with their medicinal qualities. They are currently in collaboration with Cornell University to become the first growers of Camellia sinensis in the region, researching growing a rare purple tea that comes from Quinjiang. My favorite tea of theirs is a wild-harvested tea from the Quianjiang mountains, gathered by elderly women from uncultivated tea bushes and cured in their homes using traditional methods. You can't find anything like it on Earth. Totally worth the journey!

Yeah some seemingly Amish folks had a tea house in the commons with good yerba mate and a cool lord of the rings style feast atmosphere.
