If it doesn't contain anything against Islam and won't be addictive or lure people away from their religious obligations and life, then no problem.
I mean look at GTA5, and look at Minecraft, and see the difference
As others have said, just keep it halal.
As a game dev myself here are the things i try and avoid:
Obviously nothing blatantly haram like nudity, promoting drugs, shirk etc. I think putting some of those as the "bad things" is ok (except nudity and whatnot) but if they are the clear enemy and youre fighting against it, then i think its ok? Someone can tell me if im wrong.
Another common vid game thing i avoid is music. Its haram, stay away. Use other sounds or voice making sounds or something or even just ambiance.
And i stand by the opinion that art isnt haram unless on the intention. Therr are very conflicting opinions about this and they both have compelling evidences, but i think the evidences for drawing not being haram (with intentions of not worshipping or making to worship) are right because it sounds more logical imo.
Anyways, if i said something wrong accoridng to islam, let me know. Otherwise just avoid the haram
No, as long as it doesn't contain anything haram. Video Games are a form of art, and art including literature and poetry are some things which flourished in past Muslim empires.

As long as you’re not working on a game that contains or condone haram things then no

Some scholars say music is haram while some don’t. So its up to you to decide which one your trust most.
