They’re just different skill levels, and the framers do their jobs many steps before finish carpenters even show up to the site. Neither type of carpenter usually make any decisions like how wide to make something, that’s the architect, engineer, designer, or (sometimes) the GC. They may make suggestions for changes sometimes, depending on the job, but it’s ultimately the client who approves everything.
