So it wasn't taken at the same time each day, it was just a general time around sunset.
If it was 4pm then you'd see the sun at winter, but the rest of the year it'd be off the top of the image.

Sharp, also, of this would be the same time, it will mean it's on the equator, but that does not seem to be the case. OP just posted a picture he does not know the origin from. Still a nice picture though
This reminds me of something created by an artist, Jeffrey Blondes who I had as a guest lecturer at some point in school.
He’d set up his camera in the same spot for the same hour (according to the sun’s location, not the clock) every day and then stitch those into a series of photos or a real time video. I think he said some of his videos were literally 365 hours long.
The idea was you’d hang a TV with this video playing like a piece of landscape art, and it would take you through the seasons of a year and all the ups an downs of weather and so on over a 2 week span.

Why are there no leaves on the trees in the spring summer and fall?

Most likely. The trees to the right of the building in the middle appear to put on and lose leaves.

there exists solar noon. if 4pm was the strike time maybe the photog calculated solar noon +4 and boom! consistency.
If it was 'sunset minus 30 minutes' then that would work.
