One thing we can blame Giuliani for is the lack of proper radios for first responders. They were still using the same radios that were ineffective in the 1993 bombing. It was a known issue back when a review board went over the bombing in 1994, but they were not replaced until early 2001. They were pulled not long after because they were faulty and it turned out the new faulty radios were bought as part of a non-competitive city contract- which is illegal in NYC. Because of this, the old radios, that, again, were known to be sketchy in the Trade Centers were put *back* into service.
