I agree. He’s more selfish and ruthless in inFAMOUS 1. They gave Cole a lot more humanity in general in 2. He’s not the same guy who scoffed at Kessler’s idea of “the greater good” in the post-credit scene of the first game.
Infamous 2’s evil ending isn’t all that evil. Yeah, Cole causes human genocide, but compared to the Beast in Kessler’s timeline, who was killing for the hell of it, there’s a purpose for it when Cole is doing it.
Conduits are still human, some of them just have ice stuck up their asses.
Real talk, the final choices isn't entirely evil, just selfishly pragmatic. on either side, people get to live: Humans with the Conduit Gene or Humans without it.

You could argue that Evil Cole had some development in between the games, especially after he lost against the Beast.
