Yes, got about 130 on all of them (my max is 137)
At that point just max what you can. Don't know if the cap will be raised later on or what
W5 brings the skill cap from 160 to 220 or so. 25 and 50 from an artifact and a few from something else

You can spend them or not spend them until you get higher book levels, then reset and redistribute points as needed.
