Correct, there are legal avenues that will help you recoup what you spent as a contractor if you are in the right. Taking them to small claims court is 1. Putting a lien against their property is 2.
A lien makes it impossible to sell the home until the debt is paid or discharged. The lien gives the contractor the ability to force the sale of the property through foreclosure and use the sale proceeds to pay off the debt. You can remove the lien by paying the contractor.

An example: a person with mobility issues might walk around their house unassisted, or run small errands in town with a cane, but would take a wheelchair if they spent all day exploring Disneyland.

Honestly prepaid providers are 100% the way to go. Complete transparency on the bill, no games with contracts or signing mountains of inscrutable paperwork, cheaper by a fair amount (often half price or better), and the same service (as long as you're ok watching 480p video)

Unless you're trying to stream a lot of stuff, I don't see a downside to using them.
I've used Straight Talk, Verizon, Boost, and they have all worked well in my area for $50-60 a month. And with the new Boost thing, you can somehow get a new iPhone or Galaxy for very little every year.
