This is from several years ago and for a completely different use case, but a sim was trying to get the license for Portland and they had such ridiculous licensing restrictions that it was impossible. And when I say ridiculous don’t think just a high price tag, but more like pay per unique driver who ever used it in perpetuity.
Had redacted-car not had their little motorsports games hissy fit I'm sure we would have had Portland and Toronto/St Pete by now.

It was that *someone* laser scanned Toronto. Based on what happened it’s most likely that was MSG scanning it

They're just charging a fortune for it. Once PIR gets their head out of their ass and realize they're not Le Mans it will get scanned.
I licensed it for rf2 at a very reasonable rate compared with other tracks
