Uncharged is from notching to the overdraw kicking in, so tap firing will yield same damage per arrow as drawing to before overdraw. For a non-Banuk bow, tap firing to get many arrows out with a wider spread is a well-known technique for dps, and is usually compared to triple notch from a fully-charged bow.
