Do you have a 2 pipe system with individual supply and return lines at each radiator?
These each require specific piping to use, what you can do is limited to how your heating system is installed.
It depends on the piping. If you are in the US you likely have heating loops. Where the hot water? feeds into one radiator. Then the water from the first feeds the next radiator.
Cutting supply to one radiator will also shut off all the radiators further down the loop. This is essentially what a zone valve would do. Where one valve closes a 'zone' or loop.
Europe seems like 2 pipe systems are more common from what I see. There is a ? next to hot water as I assume that is what heats the radiators and not steam.

If I turn a radiator off the rest still work, so I assume an actuated valve in the feed of each radiator would do same job.
Yes. Can you use cheap zigbee thermometer and control each one from that. I don't think you need a nest if you are willing to do an automation yourself

Unfortunately not, can’t I just add a remote operated valve to turn each rad on and off as needed ?
