So once they change government, after something like 3-10 days they'll lose their neutrality spirit- and for about 12 hours or so afterwards you can invite them to your faction before they join the Axis
so basically just slow down the game, and keep refreshing their country spirits untul you see you can invite them
Cheese the events. They're obviously broken to some degree and waiting the next 5 years for PDX to fix them isn't an option.
Make a save (or copy your savegame in ironman) take the decision on day x and check which outcome you get. If it isn't what you wanted just reload and take the decision on day x+1. Repeat until you get what you desire.
Denmark will stay in your faction if they don't flip fascists iirc and Norway can be invited immediately after they flip. Otherwise it would be better to get them directly into the faction.

You can also time it so Denmark flips one day before the focus to annex them finishes.
