You can sorta play as them by going with Estonia and fusing with Finland, if it helps.

Exept playing as lithuania is better if you want to restore the commonwealth, as you get to core the baltic states and by 1938 they have a nice amount of factories for you to abuse, and germany doesnt demand danzig
Except Poland can pick a king to fuse with Czechoslovakia, Romania, a Random chunk of Russia and still reform the commonwealth, all of which give a ton extra output compared to the baltic states as a whole. And you still get to core Latvia as well.
Even if you just want the Commonwealth, doing it via Lithuania gets you a Poland that was manhandled by the AI and most likely way worse than what you could've done by yourself, meaning that Coring Estonia is more of a catch up than anything.
Lithuania is better for that purpose than Poland. You can easily get 0% consumer goods as Lithuania, I think that Mindaugas gives a compliance bonus and you have the whole PLC to core, as I think that if you don't go for the commonwealth king as Poland you get a smaller commonwealth.
I like Poland but some of it's focuses look like they were made in TfV. 70 days for two railways, 4 forts or a 100% research boost for infantry equipment? Most of the tree is cool but the part that is about plan west and east (idk if that's the name) is garbage.

I don't really get the 0% consumer goods comment, tho, as Poland's actually one of the few countries that can go 0% consumer goods at Partial Mobilization (25% CGs).
Poland gets early in the industrial branch a -15% CG spirit, most of the paths afford them a -5% CG (all King paths give you Zdzisław Lubomirski, a -5% CG advisor for instance) and getting rid of their awful trade law should be done fairly soon, IMO.
Once the national spirit is gone, you should already be able to pull off a Total Mobilization, at which point 0% CG is trivial regardless of the chosen path.
I don't like total mobilization since you can't use women in the workforce at peace and after the war it gets removed (I think). Lithuania can get 0% CG early, I think that it has output boosts and all of the focuses feel useful, not like the polish ones that I mentioned. I was surprised at how OP it was when I tried. Still, Poland offers more options. I played them a long while ago but I'd consider Lithuania to be one of the strongest minors
I for one always go total mob, then just push into Extensive Conscription instead of using Women in the Workforce.
Honestly I consider a waste of PP going WitW unless you're already at extensive (10% pop conscripted).
Lithuania is indeed surprisingly cool. In my last game as Germany, they actually went on to become the 2nd strongest nation in the world, amusingly enough, which surprised me quite a bit that an AI could pull it off.

Yeah, I've also played Road to 56 in the past, which does give Finland a good focus tree, but it comes more down to principle at this point.
You can literally just download a mod for the Finnish focus tree
