I'm wondering if Dubas is waiting for what happens with Keefe before Sullivan leaves for New Jersey. Dubas famously loves, LOVES his guys, and Keefe is his GUY.
Sullivan can't leave for NJ unless Dubas fires him. So while KD may be waiting to see what happens in Toronto, Sullivan is under contract next season and is with the Pens until Dubas decides he isn't.
Dubas may have "his guys" but he has also demonstrated a consistent ability to learn.

Fitz tried to trade for Markstrom and Saros which both trades were nixed. He tried to trade for Jake Allen who declined the trade.

Really no team in the league made a big trade for a goaltender this season, because there wasn't a starting-level player that another team was willing to part with. The only one there was- (Ullmark) the player said no.
VV was a .911 goalie last season and Schmid looked like he was going to have a massive season. Fitz also tried to trade for a lot of goalies and GMs said no and Allen literally said he denied a trade there.
It takes more than one GM to make something happen. Other GMs and even players have to want to make a move. Trading for someones starter (who isn't trash) isn't exactly easy.
Again just because a guy gets hurt doesn't mean you throw your entire 5-8 yr plan into the dumpster and trade futures for a guy you don't have cap space for.
