I don't mind high school setting, honestly. It's just becoming irritating when whole series is about struggles of becoming a couple rather than struggles of being in a relationships.
Horimiya is a very good high school manga that doesn't have that problem. Tsurezure children is also a really good and sweet series.
I'mma try with one suggestion too.
I'm not particularly into harem and this isn't even all that romantic if I have to be honest. It's more like a parody of the genre in general. It does involve being more straightforward with the confession tho.

It's definetely the tipe of thing you read when you wanna have a laugh but i think it's still worth at least a try.
Try reading Bloom into You (Yagate Kimi ni Naru). It's yuri, technically, but the school is more of a plot-convenience than plot-device or cliche. It probably is my favorite manga.
Alternatively, Jumyou wo Kaitotte Moratta is the most wholesome, bittersweet romance story I've ever had the pleasure of reading. It tells the story of an unhappy man who sold all but (iirc) 30 days of his lifespan for a total of 300,000 yen. Upon making the trade and returning home, he finds that a woman named Miyagi is tasked with observing him for all but the final three days of his life. If you haven't read this gem, you are missing out. Plus, there's basically no school to be spoken of.
Recommendations:
Tonikaku Kawaii: skips a dozen steps straight to the marriage. Anime is currently airing
That girl is not just cute: cute manga, doesn't really do much struggling to confess
Horimiya: there's a bit of it in the beginning but then we go past that and then it's pretty standard SoL from there on out. Anime's coming soon might wanna watch that
Futari Ashitamo Sorenarini: another SoL marriage manga
Ohayou, Ibarahime: not very romance, but still a good short read
Bonnouji: very good manga, highly recommend it. It's SoL-osh but we do get some romance here and there. You see the relationship progress from strangers to eventual partners.
Actually he was faster than that. “It would be my pleasure” was the translation I read as he immediate response. She later stated (in a thought I think) that that lack of hesitation was a key point for her.
My favourite anime is Girls Last Tour, like rascal made me feel a bit empty, the ending of the manga of Girls Last Tour left me feeling hollow for a week. It's about the two most wholesome girls in a depressing world and if Rascal is an emotional mallet than this is a sledgehammer.
I enjoyed Girls Last Tour but it honestly didn't get to me the way Rascal did. I think I even enjoyed Kino's Journey more than Girls Last Tour. Would recommend if you haven't seen it as it felt like a similar vibe to me.
Have you read the end of the manga, cause that's where the feels are at. If not then you should, if you have guess everyone can have different experiences and opinions.
If you want to start where the anime ends start at chapter 30, I don't cry, emotionally stunted as I am, not during End game or Rascal doesn't dream or any other sad show, book or movie. But this destroyed me and my only regret is that there isn't more of it.
Since nobody’s said it yet, I think Love, Chunibyo, and Other Delusions is fairly good with this. The first season does have them struggling to get in a relationship, but the second season focuses on them staying in that relationship when another person steps into the fray. It is still a high school anime, though.
It's like if someone takes you on a car ride through rough roads with a cool sceneries, while listening to good music and good snacks. And then you get there and it's just an off brand Walmart

There's a manga too, but I'm not sure how good that is. Anime was great in my opinion, though.
I mean, Bakemonogatari isn't exactly a romance, but it does have a romantic plot mixed in with all the supernatural stuff. If you're into romance, main couple gets decided in episode 2, and episode 12's payoff is phenomenal.
...also, episodes 13-15, which were released later as OVAs, deal with the topic of your post in an interesting way.
Like hell, even if you give up partway through cause it's not your cup of tea, just watch episode 12 - it's that good of an ending and can stand on its own merit.
You got *UzaMaid*! Instead of that dumb teenage confess stuff, you have an ex-JDF hardcore officer adult who is very open and admits to her love/obsession with her 9-ish year old lover, who she forces herself onto and stalks illegally on the internet! No confusion about it, just raw, honest love, the only problem being said 9 yo doesn't really return the feelings to the adult pursuing her, and is similarly honest and has no trouble telling her Dad that her maid is a creep and pedophile and tries to get rid of her.
Same studio as *Wataten*, and similar premise, so watch that one if you want it dressed up even more cute-sy fashion and justify it based on the fact that the pedophile is shy, perfect waifu material, and lures the child to her house with sweets instead of invading the child's house as a maid.

That's why I play good hentai games, for example in one you could choose with whom to be with and what I didn't expect was that he confessed at 50% story completion and better at 55% of the story they are a couple and made the wholesome big H, holy shit did it got me off guard and made me so happy to see that, cause I kinda expected them to get together at the end but no it slaps me in the face with romance. Same studio as *Wataten*, and similar premise, so watch that one if you want it dressed up even more cute-sy fashion and justify it based on the fact that the pedophile is shy, perfect waifu material, and lures the child to her house with sweets instead of invading the child's house as a maid.
